Your tuner has a CI slot, so TVE needs to load the Digital Devices extension in order to load your tuner. However, for some reason TVE is failing to load the extensions. It is like you have a strange version of the Mediaportal.TV.Server.TVLibrary.Interfaces.dll file...

Did you use 7z or other non-Windows program to unzip the files?

No, I used the latest version of winzip...

The "assembly from internet" issue should no longer be a problem, so any extraction tool should work.
