TV Server no longer working? (2 Viewers)

im about to try deleting the DB.
ok. Deleted the database, fired up TV Server Config, tested and saved the DB settings. Then I get a message about not being able to build the database. I checked, and the MpTvDb is there?
i've repeated the process several times:
stop SQLExpress service
delete MpTvDb file(s)
restart SQL Express Service
open TV Server Config
the first time I did this, it went fine, and asked me to test the SQL settings. IT said it was successful, then I clicked saved. I then recevied an error saying it could not create the DB.
Ever time I have tried this process since, I cant even get to the test setting screen, I automatically get the could not create db message.
