I don't think there is an official recomendation but:-
I use a TBS 6285 PCIe Card (4 Tuners) on my Win 10 HTPC and an external USB TBS 5881 (1 Tuner) on my Win 10 Desktop for OTA German Full HD TV, both work well. TBS have a comprehensive range of tuners for the various means of receiving TV but please check restrictions in MP if you want to view encypted broadcasts.

Well, the log doesn't show any problems. I can see correctly tuned channels in the log. It seems to me that the tuner works fine.
Can you copy the created ts file(located in your timeshift folder) somewhere else while in channel preview and try to play it in VLC or MPC-HC?

I currently have two Quatros running, one connect, one duo using OTA antennae, mostly UHF fringe area, mostly cat5 local network.
Hauppauge card retired long ago. I have also retired very early SD units, the Quatros seem to work much better than the older units.

I meant use MP client to try to spot how it's requesting streams for specific channels and then try to do the same with VLC.
TV Server development looks dead so I'm afraid you're going to have to figure that out by yourself if it's even possible.
