Yep, if the static IP address doesn't help then that feature could help you.

even in case of static ip address i did startup/boot performance tests, and found out that if you use MySQL then it is better to set it to "automatic (delayed)" - it saved 40 seconds of initializing MySQL service on boot at my HTPC.
