maybe it's hardware related. try if you can restart the tvservice after restarting your tuners (e.g. via devcon)
standby / hibernate should not make a real great difference...
edit: I think with suspend-problems we are getting off topic here. first we should try to start your tvservice at a fresh boot...

how can i restart tuners?
i.e devcon restart= ???? i have to use names like Cinergy HT PCI? or ids like PCI\VEN_1131&DEV_7133&SUBSYS_1175153B&REV_D1\4&1FAF5EA3&0&08F0

fortunately I do not have any problems with my tuners and standby, so I have no personal experience. but I read from other users that the restart of tuners worked, although the requested reboot was not done. perhaps just wait a little longer between devcon and start of tv-service.
but again, first try to solve your not-starting-at-boot-problem...

i am here for that....
i am sure i'm not the only one experiencing this problem, at least 2 other users reported this in early 2009
i can't understand why a dev can't solve this problem
i'm on a fresh install so it must be a tvserver problem or tvserver and sql intergration

I fear I can't help you here... and I fear even a dev can't help because it seems not to be a tvservice problem as this isn't even started.
have you tried using just only one tunercard?
you could gibe the 1.1 a try. it's running quite fine on my test-system.

i was still using 0.2.3.0 with builtin tv engine since 2 days ago
AND I SHOULDN'T CHANGE!
wath a crap is a client-server software that can't start a service on the server machine...
why only one tuner?
the dvb-t one worked for 2 years fine in 0.2.3.0
the dvbs one is a technotrend i got basing my choice on mediaportal docs!!!

anyway I still think it's a hardware issue...

sorry for the previous post, but i am tired and angry. i'm stucked here since yesterday morning...
I installed 1.1 beta using mysql. just for changing all the possible
well, at first reboot the service started....
just one time... i rebooted other 5 times and the service is not started, same messages in event viewer
