    Yep surely merit is not set correctly at OS level for LAV, but MP should first try to load LAV filter and if it can't be connected, it swith to merit one.
    Something is wrong for sure !!
    Maybe LAV codec settings are wrong too ?

    Just a couple of questions and ideas.
    What intel graphics do you have and which version of LAV are you using?
    Can you try setting a different hardware decoder in the LAV as shown in the attached screenshot, start with Intel QuickSync but also DXVA2 (copy-back), D3D11 and None with the problem video and let us know the results. Also please try with the VC1 option disabled.

    Intel HD Graphics 630 version 26.20.100.7985
    LAV 0.74.1

    Can you try setting a different hardware decoder in the LAV as shown in the attached screenshot, start with Intel QuickSync but also DXVA2 (copy-back), D3D11 and None with the problem video and let us know the results. Also please try with the VC1 option disabled.

    Thanks, in the past several days I tried: I disabled VC1 and play with different options in hardware decoder, include None.
    Problems still exists

    A bit tricky to see if correct codec are in place, is to use GraphStudioNext
    Unpack the zip into a C:\GraphStudioNext
    Register "proppage.dll" in an elevated command prompt : regsvr32 "c:\GraphStudioNext\proppage.dll"
    Then start MP and try to play a video.
    Start GraphStudio and do CTRL+G and connect to MediaPortal (or MPC-HC)

    Post result here with MP log too (watchdog) :)

    Note that it's madVR because i'm using it but it can be EVR :)

    Here we can see that playing a video AVC 1080i...m2ts, we can see that all codec are correctly in place and connected :)

    Sorry for the delay !!!
    From your log, the sample you are trying to play is 25hz so DRR try to switch to 50hz and it failed :
    [2020-06-01 20:18:55,360] [Log ] [SetRefreshRateBasedOnFPS thread] [INFO ] - CycleRefreshRate: unable to change refresh rate 50Hz for monitor 1 for resolution 3840 x 2160
    It stays at 24, that can introduce stuttering :) so it can be an issue too

    Can you try to set your display to 50hz (manually from windows) and play the files ? (maybe worth a try to disable internal DRR to avoid eventual changes.)
