Excellent! That was it. There was rebootflag file of zero bytes in the root of c: drive.

To be honest, I think there is a bug in NSIS script. The DELETE command of the "rebootflag" doesn't use /REBOOTOK option,
so the file remains present even after the reboot. But I'm not absolutely sure.

Yes, not tv server just MP client.
Also I was missing Microsoft visual redistributed c++ 2008 x64 on 1 computer that has a working MP x64 v1.32 client only on it is this a new requirement?
Is there a link to the proper file download some place as i downloaded from Microsoft and install still doesn't work.
