Yeah, it does. But for chapters you get a thin marker, and for comskip, you get a wider area.

<labelmarkerstarts>#jumppoints</labelmarkerstarts>
<labelmarkerends>#chapters</labelmarkerends>

Tested that your xml and it is very good, it might be abit more accurate than that mine. Really small differences.
