can it get the epg with no internet connection and how to do this for atsc?

EPGs are typically sent within the broadcast transport stream or alongside it in a special data channel. The ATSC standard for DTV uses tables sent in each station's PSIP, for example. These tables are meant to contain the program start time and title, and additional program descriptive "metadata". In the U.S., these devices receive time signals from local PBS members, so that they can record on time.

Going to bump a really old thread here. I want to use mediaportal as a backend for the XBMC PVR builds. But before experimenting, can someone answer if EPG can be successfully populated using OTA data only, w/ an internet connection?

[I assume you mis-typed your question and meant without an internet connection.]

I have not done it with Media Portal, but most stations in the US do broadcast the information, so it should work. Cable companies usually do not rebroadcast the information, so it will not work.

The information is presented for just a short time span ahead of the current time, and a tuner needs to tune to each channel to retrieve it. I don't know how all this works in Media Portal, but from options I have seen but not used, it seems that MP will operate a spare tuner if available as required to keep the Guide reasonably up to date.

The information I've seen is quite short, often just the program's name. Combined with the short "time window," I would worry that using it for DVR purposes would be disappointing.

So you may be able to figure a way to download EPG on a schedule where Internet is available. I have a slow connection (750kb) and the download of EPG info takes a few minutes (less than 5) each time. Since each download grabs about 2 weeks of data, you may be satisfied downloading infrequently. You could also figure a way to download on a machine which has internet, and copy it to the subject machine.
