I don't provide patches until *after* a version is released so that I don't miss any last minute changes, so you're going to have to be patient. Generally I'm able to provide an update to the people that are using my patches (5 - 10 different patches) within 48 hours of the release being made available.

as you have indicated that final will not have the correction in it

is the problem now fixed or will i need another replacement file
if it is not fixed could you please provide the tvlibrary.dll to replace that will correct my issue on certain channels
also if it is not fixed, do you know when it will be, as you had indicated at 1.2 final that the next release would have it

No the problem is not fixed. Such a change could not be added so late in the release cycle - too risky.

I did not make any promises. As it turned out, we needed to focus on other things for 1.2.1. This issue is not scheduled at this stage. You can track it -->here<--.
