Sounds like tearing.

Make sure to use EVR and enable Aero.

Sorry but I do not know what EVR is or how to enable Aero.

Enhanced Video Renderer, should be enabled by default,

Aero is the windows theme where you get the glass edged windows, this does have to be enabled for EVR to work correctly.

Edit - Do I want to enable Aero Basic or Aero Glass?
