Team MediaPortal does nor provide such a pack.
You can however easily create your own installation pack.
Start the installer and select DOWNLOAD ONLY.
When done, you can copy the folder with unpacked and downloaded files to USB Stick or CD.

After a clean MP and MySQL uninstallation and deleting all MP and MySQL program and data folders the new MP 1.38 installation fails...

4.5 is really old. I'm not sure 4.5.5 even is a version that actually existed. You should be able to install .NET Framework 4.8.0 on Windows 7 SP1
