Is it necessary or an advantage to set a startup delay in the Configuration setup if MP won't start until the tv server is detected

What would this delay be typically used for

    Can you clarify what you mean by this? It isn't clear, at least to me.

    Is it necessary or an advantage to set a startup delay in the Configuration setup...
    If you mean that the TV service is always guaranteed to be running when you go to start MP, I would answer: it's unnecessary and a disadvantage.
    MP can wait for the TV service to start if it hasn't already started without even using that setting.

    If you mean that the TV service is always guaranteed to be running when you go to start MP, I would answer: it's unnecessary and a disadvantage.
    MP can wait for the TV service to start if it hasn't already started without even using that setting.
