You have mapped the channels to all of your tuners?
If not you have to do this. Otherwise MP does not know that additional tuners have the capability to receice certain channels.
If you have done this already you should attach your TV-Server logfiles to this thread.

I recently did a fresh install of 2.5 on a new Windows 11 PC. My previous (Windows 10) version of 2.5 gave my broadcast TV channel...
Can anyone tell me the step-by-step procedure for bringing up a second channel in pip mode? I can only do it sometimes, after many tries, and it’s not clear what I am doing that makes it work on those occasions when it does. Cannot find guidance on the site.

Nevermind, I think. I found them in the forum. I had only checked the main webiste for MP2 plugins.
