Don't know if it's just those 2 times, but basically: yes

I see you moved it. Just installed 1.7 and it's not solved...

Yeah, since the new release is out, all issues reported on 1.6 are moved to the appropriate archive folder, but that indeed doesn't mean it's fixed.
I've been trying to reproduce this by settings up a schedule between 15:30 & 16:00, but so far i haven't been able to reproduce your problem. :(

Just noticed that if the program has exactly the programmed start and end time, it's highlighted correctly

I'm completely lost with this :(
You can reproduce the issue 'on command' :D, and i can't reproduce the problem.
I think it's time to take a look @ the Server logs after making such a schedule.

    Can you post yours?

logs when I create such a schedule, or when browsing through the guide?

Must say it's hard for me to find a recurring program with different times, the only one I know of, and which triggers this behaviour is the 8 o'clock journaal on NLD 1

What happens when you simply select a program and select the option 'Record every day at this time'?
That's what i did on the screenshots a couple posts up. Do the programs in that timeframe show up red dotted in the TV Guide?

    Here's the log.
Steps: browse in the guide to the journaal of tomorrow (20.00-20.20), select record, advanced, record every day at this time.
As a bonus, I set the prerecord to 1 minute (start time is always 20.00) and post record to 10 min. (end time varies between 2020 and 2030 roughly)

Edit: if I do the steps you described it works correctly

Does someone know what triggers this "highlight" in the skin engine? I'd like to do some deeper digging to fully understand what's going on.

Schedule looks good, no conflicts, nothing:
    [2014-04-20 21:40:22,545] [Log ] [MPMain ] [DEBUG] - TVProgramInfo.CreateProgram - conflicts.Count = 0 - notViewable.Count = 0

What i do notice are the amount of lines with:
[MPMain ] [DEBUG] - UpdateNextEpgProperties: no EPG data, returning
Without EPG data, the schedule could fail, and maybe the recording doesn't get set, and therefor no mark in the EPG?
