I cannot tell from your post whether you are using MP1 or MP2. The reference to TV 3.5 suggests that you are using MP2.

If you are using MP2, please be aware that TVE 3.5 is an unfinished product, and has problems. During the install of MP2, you should choose TVE 3 (if you are given a choice -- it depends on which installer you are using).

    Thank you @CyberSimian
Yes MP2. Found a work around for 'TV Server Configuration' display problems via Win 11 'Scale and Layout' in System - Display.
Default at new build was 3840x2160 resolution with 300% Scale. Had to back off to 1920x1080 with 100% Scale and then reboot (would not work without reboot).
Could then see and use everything in 'TV Server Configuration' (Solved).
However, given your notes and another problem with the TV (Graph) actually starting, I will uninstall and reinstall TVE 3

You can convert from TVE 3.5 to TVE 3 simply by re-running the installer and selecting TVE 3. The installer will uninstall TVE 3.5 and then install TVE 3. You don't need to uninstall MP completely. :)

FYI, you can also play with these settings: show TV Server Configuration shortcut => Right-click => Properties => Compatibility => Change High DPI settings
That way you don't have to change the whole scaling of Windows just for this particular application

Thanks very much, Jasmeet. Worked. But note that this setting has moved, apparently, to: Settings > TV (not Plugins)

Ok, so perhaps a solution, but not the "right" solution. On the client, within media portal configuration, under TV settings, advanced options, I switched to UNC paths instead of the default RSS, and it's working very well. Sure I had to figure out the paths, but no big deal. Maybe helpful for someone in the future. Thanks for the...
