The very first post in this thread has this info

The important file is the ATIMCENC.dll in the system32 folder ('regsvr32 atimcenc.dll' if you manualy copy this file)

You will need to search and find this file from witihn your directories where the attempted instal of the ENCODER packages extracted their files and runtime exe. Normaly C:\ATI\SUPPORT

Copy ATIMCENC.dll to the system32 folder and 'regsvr32 atimcenc.dll' from the start/run (remove quotes)

It is a system command, just type into the start/run and it will activate the dll for system use, you may require a reboot afterwards.

A confirmation window should appear if all is ok with the dll

Copy paste not working here, sorry late,\should be

    'regsvr32 atimcenc.dll'

Try the most up to date SVN for the MP release.

Remeber to check the XML file after update as you may need to modify the 'pin' if it is not pin 3 or 4 as you require for your installed drivers.

    Fails here for Graph Build.

    Connecting <ATI T200 AVStream Analog Capture>:4 with <ATI Media Center Audio Encoder>:0
    2007-04-04 17:37:04.203125 [Info.][Config Main]: SinkGraphEx: Found sourcePin: <4> <System.__ComObject>

You need to specify the pin 3 is used and not pin 4 for your cards drivers, change in the XML file
