Video playback did't work proper after update to 1.16.0. pre (2 Viewers)

    Just to let you know:
    The issue is still there after a complete Win7 reinstall.

    It simply helps to jumt to desktop and back after starting a playback.

    So this issue happens to all 23.976Hz files (from PAL XVID to 4k h.265).

    Sometimes it helps to just jump to the Desktop, but it helps everytime to open the Windows resolution menu.

    See here a video of the situation (sometimes I had problems playing the video in VLC and it looks more choppy than it is in real, but it should be good enough to show what happens):

    Ok, I think I figured out a workaround:

    Close MePo.
    Set the monitor/TV to 23Hz by Windows (important!!!)
    Change default Rate in MePo to 23Hz (you can still use dynamic frame rate // I use it without forcing or device reset).

    23Hz by default is perhaps not the nicest one, but ir works over all.

    This is just too weird!
    If the refresh rate changer only has problems with the 23.976 Hz setting, maybe your refresh rate changer settings are somehow messed up?

    I think it's the problem, but:
    After years using Mediaportal, I got this by updating from 1.15 to 1.16 pre.
    I load a backup Image from the 1.15 status, update to 1.16 pre -> again.
    I made a complete fresh Win 7 install and installed 1.16 pre direct (without anything else) -> again
    I reinstalled Win 7 again, installed 1.15 (wokrs) update to 1.16 pre -> again

    I really do not think that "something" messed up the refresh rate changer settings.
    For me it seems to be a Mediaportal or "wired combination of all" problem.

    @Crix1990 so if you try again 1.15 DRR (refresh rate) is OK ?
    If yes, it can be related to change done for madVR, if yes we can work together to find why :)

    This feels like a version of the 'Windows DWM not liking/responding to on-the-fly refresh changes' issues that had to be worked around when the dynamic refresh rate changer code was first implemented. If you look at the DRRC code there are various workarounds implemented- maybe some MadVR related changes have affected the timing of some of that code?

    That's possible yes, madVR code should only use by madVR but maybe some part are not then, Thanks.
