I will need you to supply bin for testing on your side.
Are you able to test the madVR version build from this post HERE (in EVR) V292 and see if it does the same ?

I have the same issue as Crix1990 with 1.16 Pre in Windows 7.
I'll try to test your update today. Should I use madVR renderer or I can stay on EVR?

Ok, i have tested v293 update (and v295 from the firts page also) and can say that the problem with 23,976 fps is gone. No more droped frames. I include log files.
But the problem with the Titan skin appeared. It works normaly only in Classic mode. When the Basic mode is on I can't call the pop-up menu during the video playback.

That's good is dropped frames are fixed
With V292 it failed right ?
V293 should works (the code change is done with it)

Does V293 is ok on Titan side ?
And if you can make a video (just to be sure to look how you get the issue for titan basic mode)

It's mean that something was not correctly upgrade when you have installed the installer.
Can you try first V292 and try and test each version after this and supply logs ?

I will try to look is current V295 has not something missing on my side just to be sure lol

Yep it's ok for sure on V295 so something was not updated when you proceed to the upgrade
