AFAIK the strings for the weather condition are in the language of your OS as stated by Micropolis in his post annouincing this version.
Here those strings are in German.

As I said before, attached you can find a preview version of the next release. For this release, the following restrictions apply: only support for english translation file and no installer files.

Language Files others than English are ignored in this preview version.

There is only a strange (?) thing.. A lot of things are still in English as you can see in the image bellow.. (thing like; "Chance of rain") Is that normal?

your country isn't localized yet, that means you use the fallback page (Google) of this weather provider. This page is english, becase of this you get english condition labels.
As I stated above, you can customize the values for yourself: use #WorldWeather.TodayCondition for the original condition labels and #WorldWeather.TodayIconDescription for labels, which comes from the language file. A small warning to this: please read this post carefully.

@Lehmden: sorry, it's not correct. The preview version can handle all language files, but for me it's easier to handle one file during the development phase as many others.

I did not fully understand that.. Because my settings are Dutch as you can see in the image bellow.

I still don't understand exaclty what I have to do to fix it.. Wich file do I have to change.. I can't find "#WorldWeather.TodayCondition & #WorldWeather.TodayIconDescription" in any file..

Dear community,
as announced a small update for actual preview version:

Plugin changes:

• bug fixing for sunset/sunrise calculation
• full localized weather provider support for Spain, Netherland, Poland, Hungary, Russia
• fix light rain icon image (hopefully, because i cannot reproduce this condition here)

Skin changes are not required.

All is working as expected. A small note aside. I had entered lat/long values with . as decimal separator also my language settings expects , On 0.25 this did not matter, but with 0.28 you need to use the "correct" separator for your language.

Attached are German strings for 0.28 and new Skin Files for Backdrop Skin (incl StarrySky View)

BTW I did not find the properties for "Moonphase" (in Worldweater.xml) and StarrySky (in WorldweatherStarrySky.xml) so I hardcoded them. Can someone tell me what to use there to get this localised also. Or is this not implemented jet?
