StreamedMP uses the WorldWeather plugin. The best way to get your language supported is to supply the developers of the WorldWeather plugin with a translation of the English 'strings_en' file. If you're running Windows 7, you can find that file at this location:
C:\ProgramData\Team MediaPortal\MediaPortal\language\WorldWeather

you need to rename the strings file so it matches the language code for Slovenia, which is 'sl', so rename the file to 'strings_sl.xml' and put it in the language folder for WorldWeather. Then it should work
Maybe there is something wrong with the file. Best is to send the translated string to the developer of WorldWeather (or attach it to the forum thread) so he can check it and add it to the release.

Well, currently the plugin shows the sun/moon times in user's local time. As you said, It would require to add time zone parameter to the profile. I'll try to add this option in the next version.
