Probably , read my thread description , in this case it's a quite serious problem for Media Portal
AMD is always a mixed bag when it comes to driver stability / bugs especially with a new OS like Windows 10, you could try reverting the drivers to an older version or use beta releases if available to see if you get different results just in case.
Imho btw with the WHQL driver is the best option
