Normally if the server fails to start also all prerequisites are installed properly, this is an issue of nasty AV tools, insane security settings or another program (maybe the software provided with the tuner card) blocking the TV tuner cards so the TV engine can not start. Another reason preventing the server from starting may be leavings from prior installations (outdated external plugins, incompatible or faulty databases or similar). But the latter should not happen on a "first time" installation.
Aside this the server never runs as "Admin", no matter if you've started the installation as Admin. For security reasons the server always runs with low privileges. Same is valid for all services running on your system. Indeed it is possible that the error message is correct because some unusual settings can block the server from accessing e.g. the Program Data folder or similar...
By the way, the error codes and messages are Windows core messages. So you need to blame Microsoft for making their error messages not being more precise...
