[Approved] Fix for exception in Setup TestChannels and TestService if a card isn't present (1 Viewer)

In SetupTv TestChannels and TestService, ColorLine() must be called only if card is present, or an exception is raised calling TvControl.IController.GetSubChannels()

Thanks, I just tried upgrading TV-Server to SVN 27607 last night, and I ran into excactly this problem. Just before I did that, I replaced one DVB-T tuner with another. But it seems that rolling back to SVN 27511 fixed this. Was an issue introduced later on?

Analyzing the history of this files, it seems to have been introduced with svn 26973.
