The problem is not on the server (the fact that VLC can work is evidence of that) so there was absolutely no point in reinstalling it. Try setting your TV codec settings *on the clients* as follows:
MPEG 2 Video: Microsoft DTV-DVD Video Decoder
H.264 Video: Microsoft DTV-DVD Video Decoder
MPEG / AC3: Microsoft DTV-DVD Audio Decoder
LATM AAC: Monogram AAC Decoder
DD+: FFDShow Audio Decoder
Audio Renderer: Default DirectSound Device
If that works, then try using FFDShow Audio Decoder for MPEG / AC3 audio too (Microsoft decoder doesn't support AC3 in third party software like MP).
