m3u8 is not stream, it's playlist. You can parse playlist and let OV to play each url. Be sure that each parsed url is to video/audio file and not to other playlist.
Yes. In playlist is one or more URLs to streams.

I've no idea if this is possible or in the works but I am wondering if the IPTV part of TVServer could be upgraded to support M3U8, HTTPS, HLS or whatever is needed for newer IPTV connections?

I meant use MP client to try to spot how it's requesting streams for specific channels and then try to do the same with VLC.
TV Server development looks dead so I'm afraid you're going to have to figure that out by yourself if it's even possible.
