That's by design, that's no bug!
There are several buttons which are visible in every screen. If you have a running video, "Fullscreen video" is visible everywhere too, for example (and also some others).
I'll rework that a bit to make such additional "feature" buttons shown slightly different; that will make it more obvious.

I was just tinkering with a few settings in the MediaPortal configuration and am happy to have found the cause of the problem.
Disabling the option "Single seat setup: force RTSP usage" under "TV/Radio", "Advanced Options" resolved the issue.

I don't know about MP2 but as you said you tried MP1 too, how is the MP music config ?
MP(1) will only use LAV if you select "Internal DirectShow player" as music output, but then you lose gapless playback.
If you you don't have multichannel music you can choose WASAPI as the output and set the number of speakers to stereo.
