I just downloaded and installed the latest RealMedia Splitter

and I tried to play this URL
http://www.vtuner.com/vtunerweb/ram/3819.ram
which played beautifully in WMP9.
I also tried the URL you were trying to play, and it looks like there is something wrong with it.
BTW, it also works with Real video.
