Currently this will initiate a rescan yes.. we are working towards a system that will make such a move possible (without rescan). Part of this change is the following issue: Issue 317 - moving-pictures - Allow recovery of files that were moved/renamed while the plugin was not active - Google Code .

Well, currently the plugin shows the sun/moon times in user's local time. As you said, It would require to add time zone parameter to the profile. I'll try to add this option in the next version.
