2. Select run.
3. Accept the license.

Hmmmm, it seems that the BDA core files (MSDVBNP.ax, BDAPlugin.ax etc.) for digital tuner support are missing from your PC. TV Server can't work without them.
It looks like you installed a lot of updates including MS Security Essentials on 5 October. My guess is that one of these updates removed the files.
I'm sorry but I can't think of any way to fix this problem without reinstalling Windows.

Ahhhh, I found a way to install the BDA files from the service pack file cache in C:\Windows. I don't know how BDA got removed, but it is installed and working again now.
