OK... After a reboot, the Hauppauge IR Blaster is still not working. I posted the logs. Maybe you can see something.
I can see the IR Blaster load. It appears to have a driver attached to it. I don't know.

Is the USB-UIRT still an option? I think so. We just need to figure out why it is not being recognized. I am done for tonight. Talk to you again tomorrow.

    Latest log files say:
    [2015-09-24 22:11:55,777] [44184 ] [TVService] [INFO ] - TV Service: Plugin: ServerBlaster disabled

So, as far as I can see you simply haven't enabled it. Therefore I'm not surprised it isn't working.

I don't know what you're looking at, but it has nothing to do with MediaPortal.

No, not unless you can get the IRSS TV3 Blaster plugin installed somehow. Like I said previously: I'm not able to help you with this.

OK. I gave up on the Hauppauge IR Blaster. The USB-UIRT has been loaded and appears to be working. Not sure how to validate. Windows is telling it is working with the proper driver. That's all I can tell. I loaded MP1 and the IRSS plug-in. The TV3 Blaster Plug-in is now loaded. I have bee able to get MP1 configured just like MP2 up until this point. When I go into TV3 Blaster Plug-in to program it, I am stalled. The IR Commands tab is not allowing me to LEARN the Remote Control buttons.
    The port is greyed out.

I have the USB-UIRT unit plugged directly onto the motherboard and not a USB hub. (I have sometimes seen hubs make some peripherals act goofy.) The USB-UIRT is recognizing input signals because the LED on the unit is flashing.

I'm a little disappointed to read this, as it shouldn't have been a big deal to enable the ServerBlaster plugin. Nevertheless, I'll go with your choices...

    Can you please confirm...
IRSS is running as a service.
You enabled the USB-UIRT for transmitting in IRSS config (note: for learning you may also need to enable receiving - I'm not sure).
In the TV3 Blaster plugin you selected the correct server (localhost or your PC name).
In STB Setup you checked the list of pre-learnt set top boxes and couldn't find yours. Therefore you have to learn the commands.

    Right?

If so, please can you post the TV Server and IRSS log files so that I can check for errors.

By the way, looking at the screenshot...
    To learn:
    1. Click "learn".
    2. Hold the remote close to the receiver (1 inch or so) and press the target button.
The port selection only becomes available after learning. That's to enable you to confirm that learning was successful by testing the command.

OK. Ready for the next step. I think there was a conflict with WIN7 and WMC, WinTV8, and/or MP1/MP2. I broke down and upgraded to WIN10 earlier than I wanted to in order to remove the conflict. I read other people having conflicts, and I did not want to try to diagnose something that was going away anyway. It worked. I now how WIN10 as my OS, and MP1 with IRSS. I have IRSS STB working. I am ready for the next step? Am I ready for Scheduled Direct in order to get all the proper channels loaded?

That means the blaster is not yet working. Therefore please post TV Server and IRSS log files so that I can check them.

OK. I have the STB commands added. I was only able to "blast" 0 thru 9. A few other functions are not available to be added like VOL UP, VOL DN, MUTE, etc. I assume there are other ways to make this happen. When I preview, it will not change to the test channel. Do I need to add all the channels in my line-up manually?
