Is it possible to scan the Movies folder automatically in the background? every x mins or every set time, like schedule a task.

It already watches your watched folder for changes. It's just in the naming of your movies that can cause problems with auto approving.
When you drop a new movie in (any of) your watched folder(s) MovPic will pick it up and, when it is able to auto approve, add it to your list.

I just got internet ran to that machine and it now auto imports my question is when does this occur, Is it at the start of media portal or is there a set minute limit or does it monitor the folder all the time.

    It auto detects new movies when running, and if new movies are added while MediaPortal is not running, they will be added on launch. Same goes for removed files as well.

    The only caveat is if a file's name is ambiguous and the importer can not find a match with a high probability of being correct, then you will have to go into the config screen to approve the match. In practice, this is a rare occurance though.

    It did to a point, I noticed like quoted it adds them automatically on start, I transfered a file while it was running and it didnt add it, I let it wait for 20 mins both in and outside of moving pictures. It only appeared after restarting the application.

    Was it in the list of matches waiting to be approved in the importer on the config screen? As mentioned in the quote above, if a filename is too ambiguous and Moving Pictures can't figure out with a high degree of certainty what movie it is, you will currently have to manually match it in the config screen.
