There might be a reason for running a server and not using it as a domain controller but I can't think of any. :)
Active Directory has big resource usage. In fact Microsoft suggests you never run anything else on a domain controller - just Active Directory.

That is true in an enterprise environment ~100.000 users or so.

out of curiosity, please test attached util.

Just by curiosity, what OS version are you trying to detect, that you want to prevent the installation on?

    Maybe can you test also on windows 7 (professional, ultimate, ... )
