Yes, the ones that are allowed by TheTVdB that aired on TV go under Season 0, you can name the others with higher episode numbers and they will be added without any TheTVdB info.
So be sure to give them a S00E01 or 0x01 type of reference in their filename, or whatever matches the parsing expression syntax your scheme uses and have them match up with that TheTVdB had listed under 'Specials'. DVD Extras are sometimes overlooked by the moderators as rules only allow TV Aires specials to be listed, so if you run into a show that has no TheTVdB entries, then rely on the MP-TVSeries wiki entry on how to add data not found at TheTVdB.

I don't think so, because MP has no way of knowing at which timestamp the external player stopped playback.
Best way to achieve this would be to use an auto-resume feature in your external player itself. (MPC-HC can do that, I don't know about VLC)
