I have noticed that on some slower graphics cards that Mediaportal has issues minimising and maximising but runs fine if you leave it be one size.
With a better graphics card it's no issue to maximise and minimise.
MP always has had a problem with switching from windowed to fullscreen and vice versa with video playing using VMR9 and yes the only answer is go to the home screen and stop any video play, then you can resize.
graphic card abilities have nothing to do with this, even a 7900 can't do it.
