You need to use a "commercial" video decoder that supports DxVA (hardware acceleration) for MPEG2 and H.264 - for example the CyberLink decoders.
Most (if not all) of the "open source" video decoders do not use or support hardware acceleration - decoders like MPV, Descaler, ffdshow, CoreAVC, etc...

I've just rebuilt my htpc and added DVB-S and DVB-T cards TBS6281 and TBS6982. The system is all working well except for playback...
