yep, its possible. Previous discussion.
Using the installer you can download all necessary files from a pc with internet connection
and copy them to your media pc afterwards.

Thank you for your answers.
Just a few moments ago the 'MediaPortal Installation Tool (also known as the Deploy Tool) ' downloaded for me all the needed sw components, and I copied everything on my USB Pen, ready to install Media Portal on my HTPC.

On the assumption you are using an OTA/Cable or Sat tuner then no internet connection is required for live TV recordings. BUT only if you already have Media Portal fully installed and functional. For all practical purposes you will need an internet connection to get Media Portal properly installed on a PC!

FYI, you can also play with these settings: show TV Server Configuration shortcut => Right-click => Properties => Compatibility => Change High DPI settings
That way you don't have to change the whole scaling of Windows just for this particular application
