I have 2 NICS fully connected to internet
i reset all parameters
install all updates and still the same
Is there and offline Installer ?

There is no offline installer, it always checks for missing packages.
You can try to install all required packages prior starting the installer.

don't know why this URL Block in command line "http://install.team-mediaportal.com/MP2/install/vcredist90_x86.exe"
Install Manually and seems ok
