Please make sure that there are no MediaPortal directories in C:\Program Files (x86) nor under C:\ProgramData
I checked these two directories and there are no MediaPortal folders or Team MediaPortal ones.

I then "Ran as administrator" the MP2-Setup-Logging batch file from the original unzipped MP2-Setup-2.1.1 folder.

Library MP2-Setup-2.1.1.jpg

I then zipped up the MP2_Setup_000_MainPackage and attached it here.

    Perfect :)

Unfortunately I don't know what is happening on your system.

@aspik, I don't understand what is going on here:
MSI (c) (E0:44) [18:29:50:138]: PROPERTY CHANGE: Adding TARGETDIR property. Its value is 'D:\'.

This is where the trouble starts
    MSI (s) (A4:E8) [18:29:59:965]: Created Custom Action Server with PID 6412 (0x190C).
    MSI (s) (A4:A0) [18:29:59:990]: Running as a service.
    MSI (s) (A4:A0) [18:29:59:991]: Hello, I'm your 32bit Impersonated custom action server.
SFXCA: Extracting custom action to temporary directory: C:\Windows\Installer\MSIE050.tmp-\
SFXCA: Binding to CLR version v4.0.30319
    Calling custom action CustomActions!CustomActions.ProcessActions.StopProcesses
    Stopping running MP2 processes
StopProcesses: Error: Second path fragment must not be a drive or UNC name.
    Parameter name: path2

    And then we get
    Calling custom action CustomActions!CustomActions.CustomActions.PrepareXmlPathVariables
    Exception thrown by custom action:
System.Reflection.TargetInvocationException: Exception has been thrown by the target of an invocation. ---> System.ArgumentException: String cannot be of zero length.
    Parameter name: oldValue

@Snakes , you can try the following steps
    1. Clear the C:\Windows\Temp folder
    2. Check the registry for broken entries with a good Registry Cleaner, e.g. CCleaner
    3. Verify your Windows installation: open an administrative command window (cmd.exe with admin rights) and execute sfc /scannow.
    4. Run Windows Update once again to check for any uninstalled update.
    5. Is there any anti-virus solution running on your PC that could interfere with the setup process? Deactivate the anti-virus temporarily
    6. Now try reinstalling MP 2.1.1

Firstly, thanks so much for sticking with me to sort this out.

I navigated to the Temp folder and deleted all the folders and files within. I got one folder and file that would not delete as it was in use so I had to skip.
I use CCleaner fairly regularly so ran that and there were only 3 registry fixes required which I went ahead and fixed.
I ran sfc /scannow as an administrator and got this:-

    cmd 1.jpg

The CBS log file (attached CBS.7s)

So, I rebooted and ran sfc /scannow again and got the same. Not sure if the second CBS log file (CBS (2).7z) is different from the first but it is also attached

I realise there appears to be some corrupt files somewhere but for completeness I ran Windows Update successfully and I have no anti-virus running.

I then tried to install MP2.1.1 and then got the same error as usual.

Do the CBS log files point towards a solution?

I'm currently not at home and can't investigate this further, but will look into it in the next days.

This is where the trouble starts
It's again the same problem as before, the custom action is failing and thats why whole setup is failing.
    @Snakes
are you sure your program data doesn't contain any team mediaportal directory?

Also you said you don't have a virus scanner, yet there are AVG folders.

the files would be in a subfolder under C:\ProgramData\Team MediaPortal

I hoped you would see from my previous images that I don't have that subfolder

Also you said you don't have a virus scanner, yet there are AVG folders

Those are folders leftover from previous installations but the program is not running. I double-checked by using Revo Uninstaller to check for all anti-virus programs.

I couldn't see it on my smartphone screen, it was displayinmg only the left side of it...

    Let's try some more stuff:

    1. Open an administrative command windows ("Run as Administrator")
    2. Run Dism /Online /Cleanup-Image /RestoreHealth
    3. Once finished run sfc /scannow one more time
Step 3 should fiish without any error message, but you may post the cbs.log anyway.
