Actually this can be stopped. As I require the use of another TV software to view HD channels.
To stop the TV service do the following:
Click Start > Control Panel > Performance and Maitenance and then click on Administrative Tools
Then click on Services > Click on TV service, you may have to scroll on it to find it. Right click on it and then you will see a dialog box popping up with the General tab already set. Go to the startup type option on the general tab and click on the down arrow - and select Manual. This will allow you to startup the TV server manually through the services administrative tool panel or when you start Media Portal.

I interpreted the question as a way to stop MediaPortal from starting TVServer.
You interpreted it as a way to stop Windows from starting TVServer.
