i solved it by editing the transponder file, AND removing the old transponder...
since the old transponder was below the new transponder in the list it just updated the frequency on the new transponder and then when it came to the old transponder it reverted it again to the old frequency...

If it's an apartment block, it's quite likely that the LNB is something exotic that handles Sky and others. Try a different LNB frequency (and possibly the low and high frequency settings. I know little of such things, but apparently Sky is often 10750. Give it a try. Freeview is horizontally polarised.

If I remove all the IP cards in the TVServer setup and then add them back I can scan the M3u and tune the stations but if I rescan it on the same card it just keeps updating the 1 channel. My brain is melting.........

yes that is indeed what I did in that ticket. It may already be working without updating those plugins because most of it was not relevant to the plugin itself (test, some leftover unused parts etc).
