Which version of MediaPortal 1 are you using - MP 1.13, 1.12...?
Normally the TV subtitle settings are found under TV/radio section -> TV sub-section -> subtitle settings tab:

Did a bit of research:
Of the plugins (in Mediaportal Plugin Team) only moving pictures tests uses 3.5
Mediaportal itself even uses 2.0 for some (obscure?) parts.
Maybe we can unifiy it to say 4.7.2 as that is the main dependency of MediaPortal https://mediaportal.atlassian.net/browse/MP1-5254
