i believe there is some files needed from MCE to get that one working in XP. on a slightly different matter with the MCE remote , anyone else found that the button right hand button no longer swaps between aspect ratios?
Did you Download the 29Mb update (RU2) for MCE 2005 ?..
You can't install that on a regular XP SP2, you need to unpack it and install the KBs one by one. I believe it'll fail in one of them as that is MCE only..

I have used custom actions in the "Mapping" section of "HID" since moving to a FLIRC as a remote receiver a couple of years ago...

You can customise your input devices using the "Remotes and Other Input Devices" section in "MP Config". Using the "HID" tab, you can:
Customise your remote control, and/or
Customise your keyboard.
Select one or both devices, and then pick the config that you are going to use...
