I can only set post-record to a minimum of 1 or 3 minutes. Is there any way to set it to 2 minutes?

I think more detail might be required as this is possible without fuss or muss in TV Server configuration... so I'm guessing that you mean an advanced recording through MP... or something like that.
Please could you give more context...

and for settings inside MP - it is probably skin-hardcoded list of predefined values values.

Having said that...
From looking at the code on github, I get the feeling that those selections may not in fact be hooked up to anything. I could easily be wrong as it is not so easy to search the code via github.

TV Server plugins are listed on this page, and "EPG Cleaner" can be downloaded from this page.
Note: I don't know what bitness the plugin has. It might be 32-bit, or it might be "any cpu". The plugin is not listed by the "MP Extensions" tool, so I don't know whether it has been tested with the most-recent MP releases.
