Well, you can make TV service depending on MSSQL server
Go to regedit
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services]
Then TVservice
under the TVservice key you can creat a REG_MULTI_SZ called DependOnService. When the key is created you can add the MSSQL service name within the key...

maybe setting loglevel to debug might pinpoint the difference between normal and stuck?
Preferable with as much disabled as possible
also try to see if anything is happening during stuck for the mediaportal process(resource monitor, disk activity, cpu usage, anything)

First; TVHeadend/Kodi.... Nah. Given up on that - 'non-tech'; its horrible. 'Tech' - a few reasons but mostly that it is buggy. It is actually a real shame as it does have potential and promises a lot (was great to have Kodi on my phone and be able to watch live/recordings...
