I would imagine that iPlayer access is possible via a proxy server. The filtering by the BBC is done via IP address. So using a UK proxy account would give you the UK resident IP address. Proxy service is available for a fee and is widely available on the internet.
If there is some other way to spoof your IP address then that would work also and you would not have to pay for a proxy.
My own view is that the BBC should allow international access for a fee which purchases a unique user account. I would gladdly pay the license fee to get iplayer working in the USA.
If anyone has a better way then let me know.

You can use iPlayer and TVCatchup through a VPN setup, all you need is a UK IP at the other end, several companies are offering such a service. I have seen it advertised for about $11 US per month.
