Finally the Twinhan DVB-C card works, it was a bad driver that Twinhan now has fixed. Autotune works and finds every channel...
this card does not have a hardware mpeg encoder. So it's a 'software encoding card'.
They removed the support for this kind of cards but there seems to be an other way ... check that:
