    It is a hidden folder, so under normal circumstances you won't see it.
    Just copy and paste "C:\ProgramData\Team MediaPortal\MediaPortal TV Server\TuningParameters\" into the Windows Explorer address bar and it will take you there.

    Note, you can also enable viewing such folders permanently:
    http://windows.microsoft.com/en-gb/windows7/show-hidden-files

    Is not based on OS. Go into explorer and enter %programdata% as the path and this should get you to where you need
