it can do that - there is checkBox "use default refresh rate" that controls this http://wiki.team-mediaportal.com/MediaPortal/Configuration/General/RefreshRate#Options
and you can select default refresh rate as you wish (for 60Hz just select NTSC from the combobox)

@CyberSimian Sorry, I missed your last post. I ended up doing a clean install on the client and all is well now.
