go to Start -> Programs -> Team MediaPortal -> MediaPortal and select the 'User Files'. That will open a directory were all the settings for MediaPortal and the installed plugins are, including your databases & thumbs folder. Make a backup of the entire 'MediaPortal folder'. Then remove the 1.3Beta install (Complete Uninstall) and install v1.2.3 again. After install, you copy back the MediaPortal.xml for every setting you have in Config, and after installing the plugins, you can copy back those .xml files so those settings are restored also.
Since this is a question and not a bug, i'll set the thread prefix to No Bug.
Not sure how that handles a downgrade, but worth a try since you'll have to do a complete clean install anyways. You can use this plugin to (for example) only restore your databases, thumbs, plugins & user .xml files.
